REG-17 Reply Documents: Save the GST Registration in Seven Working Days

REG-17 reply timeline: pending returns, address proof, business proof, REG-18 filing within 7 working days

A REG-17 reply needs the right documents within seven working days. The notice proposes cancelling the registration, which may be suspended in the meantime. Your client calls it "the GST letter" and asks if it's serious. It is.

The short answer

A REG-17 is a show cause notice for cancelling GST registration. The reply goes in Form GST REG-18 within seven working days. If the officer accepts it, the proceedings are dropped in REG-20. If not, the registration is cancelled in REG-19.

Your reply has one job. It must show that the reason in the notice no longer applies. The documents follow from that reason.

Day 0: read the reason

The notice states why cancellation is proposed. The two common reasons are returns not filed and the business not being found at its registered address. Write the reason at the top of your request to the client, in plain words. "The department thinks you've stopped filing" gets faster action than "REG-17 compliance".

Day 1 to 2: clear the pending returns

If returns are pending, file all of them. Pay the tax, interest and late fee. This is the strongest single part of most replies.

Collect from the client:

  • Sales and purchase data for every pending period
  • Bank statements for the same months
  • Funds for tax, interest and late fee

Keep the filing acknowledgements and payment challans. They go into the reply. If monthly data is the bottleneck, our 5-day GST document routine prevents the backlog next time.

Day 2 to 4: prove the place of business

If the officer could not find the business, show that it exists where the registration says it does.

  • Rent agreement, or ownership proof such as a property tax receipt
  • NOC from the owner, if the premises belong to a relative
  • A recent electricity bill for the premises
  • Photographs of the signboard, entrance and inside

These are the same address proofs used at registration. Our GST registration documents checklist lists them by business type.

Day 4 to 5: prove the business is running

Show recent, real activity.

  • Recent sales invoices
  • Purchase bills from suppliers
  • Bank statement entries for business receipts and payments
  • E-way bills, if goods move

By day 7: file REG-18

Draft the reply around the reason in the notice. Address it directly. Attach every proof. File it in REG-18 on the portal and keep the acknowledgement.

Then watch the portal. A REG-20 drops the proceedings. A REG-19 cancels the registration.

Three mistakes that sink a REG-18 reply

  • Replying with a letter but no proof. The officer needs documents, not promises.
  • Filing some pending returns, not all. One gap keeps the reason alive.
  • Sending photos of a different shop. Make sure the signboard name matches the registration.

If the GSTIN is cancelled

All is not lost. The client can apply for revocation in Form REG-21 within 90 days of the cancellation order. That period can be extended by up to 180 days for sufficient cause. Before applying, file every return due up to the cancellation date and pay the dues. Our guide to revocation of cancelled GST registration covers the documents.

A related case is the ASMT-10 scrutiny notice, which questions the returns themselves. See documents to reply to ASMT-10.

Seven days, if you skip the chase

Seven working days is enough time to file returns and draft a reply. It is not enough time to send six reminders for an electricity bill.

Reposha, the best client document portal in India for CA firms, cuts that chase. You send the client one upload link covering everything on this list. They get the link and a one-time code as two WhatsApp messages, and upload from a phone or laptop. Files land in that Client's folder, and every open is logged. You spend the week on the reply, not on reminders.
