Revocation of Cancelled GST Registration: Documents Needed

GST revocation documents: cancellation order, pending returns, dues paid, business proof, REG-21 application

A proprietor calls on a Monday. The GSTIN was cancelled a few months back, and the cancellation order went to an old email address. Now the client wants the registration back, and the GST revocation documents become the first task.

The short answer

A cancelled GST registration can be revoked. The client applies in Form GST REG-21 within 90 days of the cancellation order, and sufficient cause can extend that by up to 180 days. Every pending return must be filed and the dues paid before the application goes in.

Some proofs repeat from the first registration. The GST registration document list shows the base set for each business type.

Start with the order and the returns. The rest of the file depends on them.

The base papers depend on the applicant

The applicant type sets the base set of proofs. For a proprietor, the set is PAN, Aadhaar, a photograph, proof of business address and bank proof. For a partnership firm, add the partnership deed, the firm PAN, the partners' PAN, Aadhaar and photographs, and the authorised signatory letter.

For a company, the set includes the certificate of incorporation, the memorandum and articles, the company PAN, a board resolution for the authorised signatory, and the directors' KYC. For an LLP, the set includes the LLP agreement, the certificate of incorporation, the LLP PAN and the designated partners' KYC. Pull the matching list before you draft anything.

Write the reason in dates

Sufficient cause unlocks the extension, so the reason needs to be specific. State it in dates, not adjectives. Attach whatever proof exists, such as a dated email sent to the old address or a discharge note from a hospital. Do not stretch the reason. The dates will be checked against the records.

When a show cause notice follows

After the application, the officer may issue a show cause notice in REG-23. Reply in REG-24 within 7 working days, with the papers attached. If the cancellation followed a REG-17 notice, the REG-17 reply plan covers the steps before that.

What does the 90-day clock look like?

Day 0 is the date of the cancellation order, not the date the client found out. Count 90 days from there and write the last date on the file cover. If the client is already past it, the application still has a route, because the period can be extended by up to 180 days for sufficient cause, as noted above. That is why the written reason matters. Clear the returns and challans while the reason is being drafted, so the two streams finish together.

Keep returns current, so the next file is quick

A steady monthly routine stops the backlog from building. The monthly GST document collection routine shows how to run one.

How it ends well

Say the returns are filed, the dues are paid and the reason is written with proof. The application goes in with one folder behind it. If the officer approves, the revocation follows in REG-22.
